Governor of BCS supports reform to the Hydrocarbons Law proposed by fishermen

La Paz, BCS – June 12, 2025 – Governor Víctor Manuel Castro Cosío announced today his support for the initiative promoted by coastal fishermen of Baja California Sur to reform the Hydrocarbons Law and adapt it to the particular needs of coastal communities.


Context and problems

  • In many remote fishing areas of the state, such as Comondú , Mulegé and community agents on the islands, residents lack access to gas stations.

  • This leads them to transport gasoline on their own in drums or adapted vans, which is classified as an irregular activity according to current law.


Proposal for legal adaptation

  • The initiative proposes allowing controlled shipments of fuel for community use, provided that safety protocols and regulated packaging are followed.

  • The governor stressed the importance of protecting these citizens from sanctions for an action arising from necessity:

    "It should be carefully assessed... where facilities are provided, how fuel transport is handled to avoid... any tragedy."


Advantages and upcoming agenda

  • The reform seeks to prevent accidents , support those living in remote areas, and avoid penalties for economic need .

  • In addition, it could include technical guidelines on appropriate packaging, control points, and operational regulations.

  • The state executive branch has already committed to bringing the proposal before the federal Chamber of Deputies and the Attorney General's Office (FGR ) to "review the law and avoid unnecessary criminalization."

  • The measure responds to the "close and responsive government" approach, especially toward the coastal communities that sustain fishing activity.
