La Paz, BCS – June 12, 2025 – Under the scenario of a 15-year-old adolescent, federal, state and municipal authorities carried out the First Search Simulation 2025 , a key action to strengthen the immediate response mechanisms to disappearances of girls, boys and adolescents in Baja California Sur .


Chronology of the exercise

  • The investigation began at 4:00 p.m. at the State Attorney General's Office (PGJE), with a fictitious 911 call to report the disappearance, and the data was entered into the National Registry of Missing Persons.

  • The Alba Protocol was activated during the drill , highlighting a continuous flow of information between the responsible entities.

  • Subsequently, a search polygon was delimited in the El Molinito area , on the seawall, where operational and intelligence brigades were deployed.

  • A psychological care module was also installed to provide simulated support to family members.


Interinstitutional coordination

The exercise involved key institutions, including:

  • State Search Commission (CEBP)

  • SIPINNA , by Laura Sofía Villa Urías

  • PGJE , with the participation of its specialized vocals

  • 911 Emergency Services , National Registry , Civil Protection , Health , Education , and Civil Associations

Objectives and expected results

The simulation responds to the Commission's Work Plan to End All Forms of Violence against Children in BCS and seeks to:

  • Reduce response times to disappearances.

  • Evaluate and improve inter-institutional communication channels .

  • Promote a civic culture of early warning , without waiting 72 hours to act

So far in 2025, the PGJE has activated 70 Alba protocols , of which 46 correspond to minors , with the greatest incidence in La Paz and Los Cabos

  • A significant reinforcement of immediate attention , avoiding critical delays.

  • Creating safe spaces and psychological access for families from the first report.

  • A call for citizen participation and timely reporting.



The first simulation of 2025 marks a strategic advance in the protection of children and adolescents in BCS . With coordinated action, refined protocols, and simulated psychological support, the institutional infrastructure is strengthened to respond swiftly to real-life situations.


Future actions include repeating the drill in other municipalities and incorporating lessons learned to improve timing, protocols, and training.
