In Baja California Sur, two representatives have taken key steps toward a new Law for the Care and Protection of People with Autism Spectrum Disorder.
On the one hand, Dalia Verónica Collins Mendoza (Morena) —since April and May 2025— insisted on the need for a legislative process with prior, free, informed and culturally appropriate consultation , adding voices from civil society and the families involved.
On the other hand, Gabriela Montoya Terrazas (PT), on June 10, 2025, formally presented a bill, although she was criticized for not having previously consulted the autistic community, which sparked protests from parents and organizations demanding that those who experience the reality be included first.
Montoya justified his decision by stating that this proposal will serve as a basis for subsequent forums and citizen consultations.
This joint effort aims to correct deficiencies identified by the Supreme Court in 2024 and move toward a more inclusive and participatory standard.
