La Paz, BCS, June 27, 2025 – In an outstanding legislative action, Representative Gabriela Montoya Terrazas (PT) today presented a reform to the Law of Rights and Products of the State of Baja California Sur , whose objective is to alleviate the economic burden faced by victims of vehicle theft.

According to the proposal, the following would be exempt from fees: license plate cancellation, electromechanical inspection, issuance of decals, and deregistration:

  • For owners whose vehicle is reported stolen, or declared a total loss due to an accident, provided they are not responsible for the accident.

Justification and context

– Car theft remains a serious problem in BCS, leaving victims without their assets and paying additional fees to the state bureaucracy.– Montoya emphasized that “in addition to losing their assets, those affected are forced to pay these contributions.”

Social and political impact

  • Concrete support for vulnerable citizens : The initiative seeks to reduce the economic impact of crime, allowing people to move their business forward without additional costs.

  • Rapid legislative response : positions the local Congress as an institution sensitive and receptive to the state's crime problem.

  • Message to state and federal authorities : urges strengthening vehicle theft prevention as a priority public policy, in addition to providing care to victims.

The exemption proposal represents a concrete response to a crime that affects thousands of South Californians. If the reform is approved, it will provide real economic relief at a crucial time for those who have been victims of car theft. The State Congress is expected to discuss and vote on this initiative in upcoming sessions.
