The reform establishes that the State will promote, foster, and encourage science, technology, and innovation for the comprehensive, sustainable, and competitive development of Baja California Sur .

Likewise, fishing and aquaculture activities are recognized as priorities for the economic development of the entity.

Representative Fabrizio del Castillo Miranda , president of the Science and Technology Commission , emphasized that this initiative seeks to encourage the development of science- and technology-based activities, which will contribute to becoming pillars of the state's economy.
