However, the lack of regulation has raised concerns about the impact on the behavior and well-being of orcas, as well as the safety of tourists.
The plan proposed by a group of experts includes issuing permits, limiting the number of boats near orcas, and training guides to interpret cetacean behavior and ensure safe interactions.
In addition, the goal is to generate funds through permits to finance surveillance patrols and train local guides.
