Following the alleged abandonment of 28 youths on Isla Espíritu Santo, the BCS government will seek greater regulation for the maritime transport of minors. The governor has ordered working groups with SEMAR and the Port Captaincy to create new guidelines forcing nautical service providers (a key state business) to register all passengers.
